computer (depending on your operating system) usually plays only wma/wmv file format - windows media audio plays sound files while windows media video plays movie files. windows media player comes with the OS so is free to use as long as u own the an OS license copy. when u put a VCD into your cd-rom without any editing, transferring or aid from third party software/ programme u cannot view movies from VCD. similarly if u have a motion picture written in WMV file format and plays it over the VCD player u cannot see shi t also.
yr movie file 700MB plus must be specific coz maybe can squeeze into 1 cd-r/rw. if not u just have to find a program to split up the movie file into 2 files. then copy 1 file over one cd-r and the other over another cd-r. there is not need to join them back since u can replace the discs after u burn them in VCD or SVCD format. remember if u intend to watch the written cd-rs only over your VCD player, then u have to use the CD writer's accompanied software (for eg i got nero with my TDK writer) and "burn" the disc/s in VCD / SVCD format.
