As CEO, she has all the dept under her isnt it. maybe its not her fault, complacency has crept in. but public doesnt care, all they care is train break down under her watch. when things happen, the blame stop with the CEO.
a CEO has to come out with a direction to bring the company forward. the CEO also need to be able to utilise and mesh different skillsets to achieve common goal.

The problem we have now is that we are all surrounded of by a bunch of good servants.
Servants that can only adhere to SOP and template.
Anything that are not covered by SOP and template made the servants lost.
They do not have the motivation and initiative to forecast problem and prevent it.
That is why we will always be in the reactive mood, i.e. wait for flood to happen then we solve instead of preventing it.
If servant is good enough, the master dun have to come forward to resolve the issue.
But, that will not happen here as the old man and company will not allow that.
