How to apply for PR?” Work for a few decades in Singapore, save/make money and then retire in their own country of Malaysia or open their own business in Malaysia.
Yup, I have malaysian friends doing just that...Singapore is too stressful and everything is very expensive...especially housing and cars...

okay i rest my case - seriously
No surprised. I used to have Malaysian Chinese colleagues in my previous work place. I noticed that they all shared the same 'value' : They despised working hard, and will not do OT unless it is 'necessary'. And if they see any one hardworking type, they will either laugh at you or in serious case pass remarks like they are going to 'beat' you up.
Another interesting thing I know is that some malaysian chinese who work in Singapore does not know that gamble is illegal in Singapore unless maybe some 'kind' local enlightened them. In fact, they told me that in Malaysia, where they work, if they have the free or break time, they will spend it on gambling although in Johor, gambling is 'officially' been banned and not even casino is allowed there. I also know that some of the Malaysian chinese will go to Singapore Turf Club at Kranji to try their luck since it quite near Woodlands and the Causeway.

If you work in a department where the majority are Malaysians and you are the only Singaporean working in that department....they will gang up, conspire against you and bully you.
Singaporeans also the same what, you think just because we are "fellow" singaporean, bullying wouldn't happen meh? Just look at the local job ads for example, every description for 'fellow' Singaporean would be something like : need 'n' year of experience, 'had to commited long hours', 'previous applicants need not apply again'. But for foreigners, all the above term doesn't not seen to matter because the rea$on is quite obvious.
