Hi Heather,
Thanks for your post. I am unable to grasp the meaning of your question in its entirety but I found the link's very interesting particularly the one held at SMU.
There were many points that I could not help but nod in silent agreement (An example I have typed out below).
"If we think we should go a certain way we need to convince the public to go with us, we can't drag them along the way unwillingly, that's not what a leadership mindset for democracy is like."
As for the later half of your question "Can there ever be enough future leaders of today?"
In my own opinion...when the people are able to see that their interest or lack of towards the political environment in their country will impact their family and future generation, and if they feel there is a need. There will be people to step up to fill the vaccuum (hence fulfilling the supply issue) and the people essentially will be given an opportunity to choose.
