The recent moves by the government to promote population growth were to basically broadcast advertisements on television. Apart from possibly giving raising a few eyebrows, i doubt this has brought any real impact on Singaporean's opinions on having babies.
The MAIN reason why Singaporeans refuse to have Children are:
1.Cost
2.Time
The current ideas for Malaysia to impose GST on it's citizens made me think, what if Singapore made some adjustments to it's own GST system as well.
Why not remove GST for Baby products, e.g.diapers and milk powders?
This will definitely go a long way into reducing the immense burden of cost Children have on potential parents.
Pros:
1.Lowered costs, more people are willing to have children
Cons:
2.Implentations problems: Supermarkets are gonna have increased administrative costs

Improve? You can jolly well forget about improvement for the life of Singaporeans.
If you talk about improving for PAP to suck more money from us, it is a yes.
