If it has the will, Sg government can do it.
For one thing, most PRs are here for economic reasons and 1/3 of them will quit Singapore, particularly those with sons who must do NS. If you let in fewer numbers, the population will decrease on its own.
For another, Singapore govt has absolute discretion over whose PR or citizenship to approve or deny. Even the criteria are secret. Just offer citizenship to the most desirable PRs and let the rest leave on their own.

I have great suspicion they allow large numbers of immigrants to scare away the locally born Singaporeans to gain votes from them,.
They place themselves so high up there they cannot and refuse to understand and care for the nation as a whole. To make sure they continue to get highest pay is most and utmost important to them.
If Singapore can reclaim land until it is as big as Russia, then 8 million no problem.

That's why they abolished the Rent Control Act that was set up to prevent uncontrolled rental increase after WWII.

Singaporeans are complaining there are not enough government flats, so they snap up shoe box apartments at condominiums that cost $600k and above.
If can't buy low, sell high, then go for blue chip lor.
