Foreigners offer to 'pay' for employment passes

They will 'return' part of salary for pass allowing dependants in
EMPLOY us and we will 'pay' you.
That offer was made to Mr Henn Tan, owner of a local technology firm, when he interviewed two men - a Myanmarese and a Filipino in their 20s. They had applied to work as a webmaster and a software engineer respectively.

accepting much lower mkt rate salary (and thus spoiling mkt for locals)
i come across some who even say can work for free, as long as can get them here.
but they are just treating us as a stepping stone.

This has been happening for ages.
It is til now that the PAP tries to acknowlegde a little bit of it.
PAP still says it is a small and minor one.
60% of the voters are big bosses and things like that benefitted them for quiter some time.
These job seekers can even go up to buildings and ask point blank for jobs.
I came across a couple of this people when I was visiting Stardub building, bloody hell, they just waked into the building without checking at the security counter.
They get shooed away by the Stardub building management people, but the security people who are locals also get scolded for not checking them.
Good Grief. Troublemakers.
