ELECTRICITY TARIFF REVISION FOR THE PERIOD 1 APRIL TO 30 JUNE 2011
1. The average fuel oil price increased sharply by 14% from S$99.45 to S$113.37
per barrel over the last three months. At the same time, there was an annual review of
the grid network cost or the cost of transporting electricity through the power grid,
which resulted in network charges being lowered by 3% for the year ahead. The
significant increase in fuel cost, however, more than offsets the reduced network
charges. As a result, electricity tariffs will increase by 6.5% on average.
2. For households, the electricity tariff will increase by 6.1% or 1.48 cents
(S$0.0148) per kWh to 25.58 cents (S$0.2558) per kWh. On average, families in fourroom
HDB flats will pay about $4.85 more a month for their electricity based on the
new tariff.
3. The breakdown of the electricity tariff into its four components is as follows:-
a) Energy Cost: Increase of 1.62 cents/kWh from 18.90 cents/kWh to 20.52
cents/kWh which is paid to the generation companies. This component,
which includes fuel and non-fuel components, is adjusted quarterly to reflect
changes in the cost of power generation.
b) Network Cost: Decrease of 0.14 cents/kWh from 4.92 cents/kWh to 4.78
cents/kWh which is paid to SP PowerAssets. This fee is reviewed every year
and will be reduced with effect from Apr 2011.
c) Market Support Services Fee: Unchanged at 0.22 cents per kWh which is
paid to SP Services. This fee is reviewed every year and has been reduced
by 21% since July 2009.
d) Market Administration and Power System Operation Fee: Unchanged at
0.06 cents per kWh which is paid to EMC (Energy Market Company) and
PSO (Power System Operator). This fee is reviewed every year to recover
the costs of operating the electricity wholesale market and power system.
4. SP Services reviews the electricity tariffs quarterly based on guidelines set by
the Energy Market Authority (EMA), the electricity industry regulator. The latest tariffs,
outlined in Appendix 1, have been approved by EMA.
