THE Government has moved quickly to scrap a scheme that allows siblings whose parents live overseas to buy HDB flats, after unhappiness surfaced online recently over how it seemed to favour permanent residents over citizens.
Senior Minister of State for National Development Grace Fu on Monday told Parliament that the Housing Board would discontinue the scheme with immediate effect as it "is no longer necessary".
It was introduced in 1990 to enable unmarried Singaporean and PR siblings to buy an HDB flat. To qualify, their parents cannot own another HDB flat and must reside overseas.
"This was necessary then because the sublet market for HDB flats and rooms was limited, and there were few viable housing options for these siblings," Ms Fu said in response to Marine Parade GRC MP Lim Biow Chuan's question.
Under the scheme, Singaporean siblings could buy a new or resale flat while PR siblings could buy only a resale flat.
Ms Fu also revealed that only about 300 such cases got the go-ahead each year. That is less than 1 per cent of total flat transactions.

with immediate effect, no compromise.
i sense desperation
Policy made to appease Singapore citizens.... election strategy.. uh umm..
damage control.
regardless of these last minute changes, mah bow tan must go.
"Unker... I wan HDB prata satu~~~"
"Hokay~"
*flips prata...
They made it sound like the scheme was "no longer necessary" anymore.
I seriously doubt the 300 cases they mentioned. The 300 cases mentioned should be Singaporeans who qualified for this scheme and does not include SPRs. There are so many stories of SPRs buying a flat under this scheme that the number sounds ridiculously low.
I myself already know of 1 PR friend who bought a resale flat with his sibling under this scheme.

Originally posted by BJK:Good, there are other policies that need to be reviewed too such as the rental of the whole flat. It does not make sense for HDB to allow flat owners to rent the whole flat when they (HDB) say the flats are heavily subsidised and meant for housing the family.
It only shows that the flat owners do not need the flat so why allocate a flat for him in the first place. Why HDB?
That's a good question.
Times are bad.
After elections, they will come up with other more stupid schemes because people gave them the mandate to do so.

Shhhh.
Don't say so loud lar.
Under the scheme, Singaporean siblings could buy a new or resale flat while PR siblings could buy only a resale flat.
Some clarification from forumites.
So with effect NOW
Singaporean siblings cannot buy a new flat from HDB, right?
What about resale flat for SIngaporean siblings - can or cannot buy?
PR siblings cannot buy a resale flat from HDB, right?
Big deal, they go back old country, get marry and bring back their penny-a-many spouse to circumvent this rule!
Since the cases is small (< 300 applications), why must government consider to scrap the rule?isn't that putting the SPR is deep dead slope?and all earning money go for rental..and economy will be boost up again..good idea...
