and I suggest you do a close reading fo the actual HDB website too. Instead of relying on online chatter. Everything still falls within the framework of the schemes I've listed out. PRs are not given preferential treatment over citizens in any of these schemes, they also get zero subsidies whatever the case.
A fact many don't know would be that when upgrading comes along ..... the PRs start sweating, cos they have to bear the full cost of upgrading as well.

My bone of contention is:
Why single PRs aged 21 can apply for a resale hdb flat with their siblings while single Singaporean citizens need to wait till 35 before they are allowed to apply for a resale hdb flat.
And if you think I am just pulling facts out of the air, I would like to have you know that I personally know of a single PR friend who bought a hdb resale flat together with his single sibling when they were working in Sg when they were in their mid 20s.

which part says two single citizens siblings under the age of 21 cannot buy and own an HDB resale flat ?
So they get at least, the same treatment in the case PR sibling singles, even to reference fro your source, no ?
next, to lone singles. Only Citizen singles over 35 are eligible to own a resale flat by themselves. By themselves, single PRs, can't, period. So, what's the problem ?

What I've written about citizen lone singles still stands, though.
Prices of HDB will certainly rise by 20% or more if the new policy start.

Perhaps if our adult kids move out earlier, it may be easier for them to get hitch or else it gets too comfy at home and they cant be bothered to find partner and get marry.. .=p
