SINGAPORE:
Singapore's justice system has come out tops in an international survey.
Speaking
at the opening of the new legal year, Chief Justice Chan Sek Keong said
The Rule of Law Index 2010 by the World Justice Project ranked
Singapore Number 1 for access to civil justice in the high income
countries group.
In his speech, Singapore's new attorney general
Sundaresh Menon spoke about the need for more lawyers to consider
criminal law as an area of practice.
He said only a small number
today practise criminal law predominantly, and the bar is finding it
difficult to attract young entrants to their ranks.
He said this
is a worrying trend.
Mr Menon said a vibrant criminal bar is
vital for the maintenance of public confidence in the criminal justice
system because of the role of the defence lawyer in safeguarding the
interests of the accused person.

Interesting, I just did a check on this World Justice Project Rule of Law Index 2010. Look at this link from p93-94. http://www.worldjusticeproject.org/sites/default/files/WJP%20Rule%20of%20Law%20Index%202010_2_0.pdf.
There are 11 countries classified under the "high income" category and Singapore falls under that.
Well in terms of factors like "Absence of Corruption", and "Effective Criminal Justice", Singapore scores at least a 5th and above. Pretty good. Got a 1st for "Order and Security" and "Access to Civil Justice". Excellent.
In terms of "Limited Government Powers", "Clear Publicized and Stable Laws" and "Effective Regulation / Administration, Singapore got below 7th. LAST position for "Fundamental Rights" and "Open Government".
So there you go, Shit Times, saying all the good things and omitting all the.....well...shit :)
Another thing is majority of the article by S Ramesh is on criminal justice yet the headlines screams about Singapore's justice system being top when actually it applies only to civil justice.

According to a survey by the World Justice Project, Singapore was ranked 20 out of 35 countries in the high income group for open government, and was ranked 6 out of 7 in the East Asia and Pacific region. It scored 0.38 out of a maximum of 1 point in that category. Singapore was also ranked 1st in the category of Access to Civil Service, and Order and Security.
Channel Newsasia’s report on the same survey (“S’pore justice system top in global survey”, CNA Jan 7 2011) failed to mention the ranking in the Open Government Category.
