1. School has been stripped of much of its executive power to enforce discipline.
2. School isn't the only source for values to be imparted to teens. Parents are also responsible. And the funny thing is that parents today are so obsessed in reining in teachers hence point no.1
3. And the most important point. Stop promoting smoking as a deviant act. Branding smoking as deviant only enhances its allure as a forbidden fruit that teens will crave. We have all gone thru that phase and we know the more adults forbid us to do something, the more we want to do it. The usual anti-establishment mentality.
As long as the flawed anti-smoking campaign and intolerant societal views continue, smoking will only remain attractively deviant.
Go read Malcolm Gladwell's Tipping Point. It is very persuasive.
