Roman Abramovich has told Carlo Ancelotti he will have up to TWICE that amount to overhaul the squad.
Red Rom has put his faith in the Italian and will back that up with a monster transfer kitty. Several players will also leave.
Ancelotti is hopeful of signing at least two big names, with Torres top of his hit-list closely followed by Atletico Madrid striker Sergio Aguero.
Bayern Munich midfielder Bastian Schweinsteiger, Inter Milan right-back Maicon and a new keeper are targets too.
Abramovich told Liverpool to name their price for the Spain striker last summer, as he attempted to start the reign of Ancelotti with a bang.
The Anfield club refused to sell but financial pressures could change their position this summer.
Last week, Torres even admitted he may have to leave Liverpool but that he wanted to stay in England.
Manchester City are also preparing a bid. Yet if they fail to qualify for the Champions League and Liverpool do likewise, the Londoners will be favourites to sign Torres.
Ancelotti has met Abramovich twice since the defeat by Inter on Tuesday night and was assured his job was safe.
A further get-together has been planned for next week, when details of the summer targets will be discussed as well as a review of the entire football operation.
A senior source told SunSport: "Roman has recognised things need to change at the club to make it successful in the way he wants it to be.
"He's willing to spend big on star players but there will also be an effort to recruit young talent, which can be nurtured into the first team.
"Along with all of that, Ancelotti will be asked to consult on a sweeping review of the whole football department - including the coaches and the academy.
"The plans are beginning to take shape and, as well as new faces, there will be a few departures too."

anyway, it is damn true that Ray wilkins does not do much imo... steve clark in the pass seemed to be way more effective in managing the squad and probably tactically as well.

malouda is okay. i feel he now plays better in 4-3-3 wide then a diamond formation. he can last 1-2 years more.

100mil doesn't buy plenty these days...probably the old blues need at least 2 new key players and a couple of decent back ups.....anelka should also consider leaving, old legs with not many goals...this team is 75% the same when mourinho left them...2 seasons ago.....
maybe they can buy players like Villa, De Rossi etc.
i think chelsea most in need of a playmaker/attacking midfielder.
then focus on getting another world class striker or defender. a second defensive midfielder is crucial since essien is good but half the time injured it seems
