Accessorize.....they have a place in most major shopping mall.
There is one at Bugis Junction, near to the Casio Shop or Wallet Shop.
Another along 2nd level of Suntec Mall, opposite the Gelare or PRima Deli cafe?
Depends on your choice of hats, some can be expensive at $100/- some are cheap at $25.

Cool, Fong Fei fei was famous for her numourous hats.
Though it will sound and look out of place with a Singapore girl with a singapore pretended accent wearing a flirty soft dress and a hat walking down Orchard Road.
You can always get a basic hat and add things like flowers, fur, feathers, jewels, beads, etc etc to jazz it up. That gives it a unique touch. If you want to go this craft-y way, you can easily get the things you'll need at Spotlight, which I believe is still the largest haberdashery in Singapore.
I don't think dressy hats are easy to find in Singapore simply because, well, I don't remember seeing anyone in Singapore walking around wearing hats!
BTW, are you thinking of wearing them in some special function? Here in Melbourne, once a year during the races, women deck themselves in all manner of ridiculous hats and fascinators in their hair. You can often get a good laugh from it.

Was invited, but not of courage to attend, especially when everyone was expected to be some rich or famous folks. And me just a nobody.
Its nice to dress up though. I got some, but I think they are all lost or thrown away liao.
I still cannot seem to find my real leather cowboy hat.

Don't know why, but since coming over, I have had no desire to dress up. I only feel remotely 'dressed up' in Winter, when I get to wear my favourite winter coats! I really love winter wear and I somehow feel very pampered, protected and 'luxurious' in winter coats!
