The fish eat far worse things than ashes. Like the bodies of murder victims, drowning victims, dead animals, dead marine life, and other trash / waste from ships etc. So don't worry about it

Imagine this... your loved one weeping away, holding your urn of ashes in his hands, slowly empties the ashes into the sea when a rougue wind blows it all up right into his face, and he coughs and splutters as he accidentally inhales some of your ashes in!!! And then henceforth, you remain entrenched deep within him... in his lungs...
