singapore is one good example of immigration screw-ups ....
we're letting in all the dross and importing tons of social problems, what's with ang mohs walking stark bollocks naked down holland village ... banglas feeling up local girls on the streets ... ah tiongs entrapping old unkers for their cpf money ....
but the really deserving ones still can't get in .... I have a friend who've been waiting for more than 3 years for his foreign born wifey to get her PR .....

It's like you have an orchard full of fruits waiting to be picked and meanwhile, starting to rot, but the fruit gatherers are all barricaded out of the orchard, looking longingly at the fruits... Instead of submitting to the recruitment process with a nursing agency, would it be possible for a fully qualified and licensed nurse to apply directly to a hospital or health provider for a position?

Yes. But I'd still have to sit for my NCLEX, and then wait for my Green Card.
It's alright... my timeline is to head to the US before I die, which hopefully, God in His grace will make sure is not too soon!
If I do go to the US, I'd have to learn how to operate firearms and learn some kinda defensive kung fu or something quickly. Stash a katana at home and what-not.
