it's a whole skate head.. they just slice it up a bit to make cooking easier..
sharks and rays are slightly different from the other fish as they don't have bones...

there's a shop along geylang lor 41 selling these. i heard these are not as smelly as those in taiwan or hongkong because they are treated to make them so, so that other shops will not complain them.
