There is a little confusion here on the infilling of the H.S. and the indwelling of the H.S. I hope to answer this question that baffled many christians.
Firstly, let's look at John 20:21-22. Vs 22 mention the receiving of the H.S. when he breathed on the disciples. Then we turn to the book of Acts 1:7-8 where the disciples are to wait for the baptism of the H.S.. The difference in these two accounts tells us of the difference in experience where John noted on the receiving of the H.S. which represent indwelling and Acts mention H.S. coming upon them in the form of Baptism. The indwelling of the H.S. is meant for the communion of the God in our lives where he's to be our counsellor and our guide. Whereas the baptism of the H.S. is the supply of power to be his witnesses. The great commission in Mark 16:15-18 could not be achieved unless we recieve the baptism of the Holy Spirit.
Many christians are doing the work of God without the power of God and therefore signs and wonders become more like a fairy tale. Even if a person can perform signs and wonders are already struck down before they can mature in the giftings in this present society. It is important that we must seek God to recieve the power of God before we do the work of God.
