SINGAPORE — Two Acting Ministers will be promoted to full Ministers, and two new mayors have been appointed in Cabinet changes announced by Prime Minister Lee Hsien Loong this afternoon (April 29).
In promoting Mr Tan Chuan-Jin to Manpower Minister and Mr Lawrence Wong to Minister for Culture, Community and Youth, Mr Lee said they have performed well since taking office and mastered their portfolios. Their promotions take effect from Thursday.
Appointments were also made in line with major policy shifts, such as the implementation of the Pioneer Generation Package and MediShield Life, and engaging the youth in nation-building. Dr Lam Pin Min, Member of Parliament for Sengkang West, has been made Minister of State for Health. This will take effect from Aug 1. He will help in the Ministry’s efforts to review its policies and develop new models of care, especially in the aged and primary care sectors, said Mr Lee.
The two new mayors are Ms Low Yen Ling, for South West Community Development Council, and Ms Denise Phua for Central Singapore CDC. Their appointments take effect from May 27.
Ms Phua takes over from Mr Sam Tan, as he has been promoted to Minister of State for MCCY and been appointed to the Prime Minister’s Office to help coordinate delivery of social policies across ministries.
Ms Low takes over from Dr Amy Khor, and will help Mr Wong to implement the Youth Corps Singapore programme and expand youth outreach initiatives.
PM Lee said he expects to do further reshuffles from time to time, to ensure “we always have the best team for Singapore”.
Here is the summary of changes to Cabinet and other political appointments. All changes take effect on May 1, unless explicitly indicated:
APPOINTMENT OF MINISTER
• Mr Tan Chuan-Jin will be promoted to full Minister in the Ministry of Manpower.
• Mr Lawrence Wong will be promoted to full Minister in the Ministry for Culture, Community and Youth (MCCY), and 2nd Minister for Communications and Information.
PROMOTION TO/APPOINTMENT OF MINISTER OF STATE
• Mr Sam Tan will be promoted to Minister of State in the Prime Minister’s Office (PMO) and the MCCY. He will relinquish his current appointment in the Ministry of Foreign Affairs. He will also step down as Mayor of Central Singapore CDC on May 27, at the end of his Mayor’s term.
• Dr Lam Pin Min will be appointed as Minister of State in the Ministry of Health with effect from Aug 1.
CHANGES/APPOINTMENT OF MAYORS AND PARLIAMENTARY SECRETARIES
• Ms Denise Phua will replace Mr Sam Tan as the Mayor of Central Singapore CDC with effect from May 27.
• Dr Amy Khor will relinquish her appointment as Mayor of South West CDC on May 27, at the end of her Mayor’s term. She will continue as the Senior Minister of State in the Ministries of Health and of Manpower.
• Ms Low Yen Ling will replace Dr Khor as Mayor of South West CDC with effect from 27 May 2014. Ms Low will also be appointed as Parliamentary Secretary in the Ministry of Culture, Community and Youth, concurrent with her present appointment in the Ministry of Social and Family Development.

Oh, the MOLLYCODDLED SAM TAN is made taking on a few roles ... minister of state lau qua loong's oiffice mayor of cdc and minister for mccy. guess he has been mollycoddling lau qua loong to get to these posts.

Tan Chuan-Jin is more qualified to be his father body guard rather than a minister if you ask me.
