If a newly formed family buys a resale flat to stay, then the previous HDB owner will have to move out. The cycle continues until the last one has to buy from a BTO. Which still means 15000 is needed annually based on this logic.
It would have made more sense to say some want to stay with parents, or if the family moved overseas, or if the last inhabitant of the flat pass away.......

Actually, since Singapore emphasizes on racial harmony, we should try to integrate the foreign workers into our community/society. The workers’ dormitories should be equally spread across Singapore (unlike currently where they are mostly concentrated in Jurong Industrial area) and be located side-by-side with our HDB flats.
Let us share our amenities (market, hospital, bank, etc.) with the foreign workers. In return, since there would be less amenities as a result, more funds can be allocated to each amenity and hence the quality of the amenities would be higher; Economics.
The other benefit is that this would free up land for more HDB estates in HDB towns to be developed at areas currently used exclusively for dormitory, as such enabling us Singaporeans to stay nearer to our workplace. Save transport costs, while making public transport less crowded.
While we integrate the foreign workers into our community/society, we should still keep some things to ourselves, such as bus routes. Perhaps some bus routes (eg. Feeder bus routes) should skip the workers’ dormitory and only serve us HDB residents, while the private operators create bus routes to serve the foreign workers. This would ensure that while we include foreign workers in our community, there would still be adequate resources exclusively allocated to us.
I understand that one of the reasons why locals do not want foreign workers in their neighborhood is because they have the impression that the foreign workers may dirty the place, create havoc, etc.
Actually, the solution to this is simple: enforce the same laws that are on us, on the foreign workers. Since the foreign workers are staying in the same neighborhood as us and using the same amenities, etc., it is only right that they also abide to the same rules and regulation imposed on us. I think this would solve the possible issues and clear the ugly impression that we have on the foreign workers.
