Yes... adding on to Jln Kayu too. It was mentioned in the press release way back in 1995 when Tibs expanded its network by taking over Bt Panjang, Jalan Kayu and Punggol services. Tibs at that time also had long term plans to introduce new services to the upcoming new towns like Simpang, Kangkar (Sengkang) and Punggol new towns way back then.
Service 860 was the 1st service to be introduced in 1998 in conjuction to the development of Sengkang new town. As time passes more trunk services like 864, 865 (extension of 860) and 866 (extension of 59) were introduced.
It was in mid 1999 that because of the merger, Tibs lost the tender to SBS in operating the NEL. As such Sengkang, Punggol and Jln Kayu came under SBS, in return Tibs took over CCK and Bt Batok services in 1999/2000.
The most interesting part is on services 59/866, 82, 103, 163, 214E/820, 214W/821. SBS gave up these services to Tibs in Dec 1995, and 4 years later these services went back under SBS again...

If let's say Jln Kayu under TIBS, 103 may get cutback to Sengkang, since its under TIBS area. Making it Sengkang - New Bridge Rd.
If 820 and 821 still under TIBS, most likely Lance or even Mercs O405/OC500LE will still serve the two services.
865 will cut down to Kovan Road.
